Pour the fine corn flour, fine soybean flour, and white sugar into a large bowl and mix well. Gradually add the appropriate amount of warm water in small amounts and multiple times.2
Knead the dough until it is formed into a ball, and the dough should be slightly firmer; rub the kneaded dough into long strips and divide it into uniformly sized ingredients. After dipping your palm in some water, twist the ingredients into round balls in turn.3
