Clean the anchovies and drain them (it's best to dry them dry with kitchen cloth)

Pat with cornstarch (corn starch)

Pour into hot oil pan and fry until crispy

Prepare the ginger, scallion and garlic, and leave some chopped green onions

Heat the oil pan, saute the ginger, onions and garlic until fragrant, and place the fried fish into the pan

Add cooking wine, white sugar, soy sauce, vinegar and appropriate amount of water (about 1 cm above the fish)
