Add flour, sugar, milk powder, and baking powder together, slowly add milk and blend into flocculent, knead into dough and ferment.

Divide the dough into small doses of about the same size.

Take one portion and rub it into a long strip.

Squish it with a rolling pin.

Wrap a red date at each end and slowly roll it up towards the middle.

Put two of these rolls back together and pinch them slightly with chopsticks in the middle.
