Peel and cut potatoes into strips, wash off the surface starch with water, drain and set aside

Shred celery, cut dried red peppers into shreds

Put more oil in the pan (just a little more than usual), stir-fry the potato strips over low heat to remove water, and serve for later use when the surface of the potatoes is wrinkled and golden yellow.
