Clean and dry the fish (the black film inside the fish belly is very fishy and needs to be brushed off), tie the green onions, and cut the green onions and ginger.2

Note: Add the salt a bit earlier to help the flavor absorb. Adding meatballs is optional. Frozen tofu absorbs the flavor even better.
