Step 1: Prepare the Liver. Rinse the liver under cold water and pat dry. Soak it in cold water for 1 hour to remove excess blood, changing water every 20 minutes.
Step 2: Make the Brine. In a pot, combine water, salt, peppercorns, star anise, cinnamon, ginger, garlic, cooking wine, and sugar. Bring to a boil, then simmer for 10 minutes. Let cool completely.
