Steps:

1. Prepare the batter: Mix rice flour, wheat starch, and sugar in a bowl. Gradually add water, stirring until smooth. Strain to remove lumps.

2. Add flavor: Stir in vanilla extract. For layered cake, divide the batter and add different food colors (e.g., pink for strawberry, green for matcha).

3. Steam: Pour a thin layer of batter into a greased pan. Steam over medium heat for 5 minutes until set. Repeat with remaining batter, cooling each layer briefly before adding the next.
